The Hong Kong People Management Association (formerly known as the Hong Kong Industrial Relations Association) published the "Hong Kong Pay & Benefits Survey" in 1991, followed by the inclusion of the "China Pay & Benefits Survey" the following year. Since 1995, Hong Kong Baptist University and the Hong Kong People Management Association have jointly conducted the annual flagship research project - the "China and Hong Kong Pay & Benefits Survey". The survey was extended to include Macao SAR in 2007.
In 2019, to align with the national Guangdong-Hong Kong-Macao Greater Bay Area policy, the survey was upgraded to become the "Greater Bay Area Pay & Benefits Survey". During this period, South China University of Technology and Talent Development and Management Association of Guangdong joined as organizers. In 2023, the survey further expanded with the participation of the University of Macau and Macau Greater Bay Area Human Resources Association as co-organizers, marking a significant enhancement to the research initiative.
The survey aims to drive coordinated development and innovation in the region, promote the flow of talents, logistics and capital, so that it can be involved as build into a competitive world-class urban agglomeration, in line with the world economy. Same as previous years, the survey results are published in three reports; namely, "HKSAR Pay and Benefits Survey", "Guangdong Cities Pay and Benefits Survey" and "Macao SAR Pay and Benefits Survey".
